English Local Authorities Intend to Sell Off Community Hubs and Leisure Facilities to Manage Finances

According to a new survey of local authorities, English councils are planning to offload social clubs, sports centres, and retail spaces as they bet on a rapid disposal of properties to balance the books.

Increasing Fiscal Challenges Drive Asset Sales

A coalition of councils for second-tier cities in the UK stated that 60% of local authorities are planning to dispose of properties to cover the rising costs of social services for vulnerable individuals.

Local governments have previously faced criticism for selling playing fields and land to shore up their finances, but they contend they must proceed to generate essential revenue from property disposals or face insolvency.

This coalition noted that a high proportion of councils attempting to generate funds from a quick sale of holdings represented “a clear change from 2024, when the majority (six in ten) of local leaders stated they would prioritise restructuring services and utilising financial reserves to weather growing fiscal pressures.”

Specific Cases of Planned Sales

One local authority in southeast England said its property management strategy featured the sale of a shopping centre in Rainham and a social club in Rochester to generate £20m over five years.

  • Gillingham golf club and business parks owned in Worcestershire and Suffolk, which all generate rent for Medway council, will additionally be sold under the plan.

Council Tax Rises and Wider Fiscal Strains

This research of local authorities in the coalition, which includes several urban centers, further found that over seven in ten of councils will need to increase council taxes next spring to address the rising cost of essential services, increased rates of homelessness, and a persistent housing shortage.

The authority said it will press ahead with property disposals after sharp increases in the cost of children services, support for vulnerable learners, adult social care, and temporary accommodation.

“We are adopting innovative approaches but some of these require time to achieve both improved services and cost efficiency,” said Vince Maple.

He continued: “We face population challenges which will persist to add to the strains we have. As a local government body, we had a drastic reduction in our revenue support grant from over the past decade, which is very challenging.”

Countrywide Patterns and Projections

A survey of county councils recently further found local finances being stretched by the growing number of children and older individuals needing Send support.

The County Councils Network said that local shortfalls will hit 4.4 billion pounds a year by 2029, as they grapple to manage rising needs.

Ministers have put off scheduled changes to the special educational needs framework until next year after a policy document setting out those reforms was recently delayed.

Deprivation and Funding Gaps

Based on the latest indices of deprivation (IMD) for UK local authorities, several participating urban areas were among the most disadvantaged in the country.

  • “Participating urban centers like several major towns rank in the top 30 nationally under the 2025 IMD measures,” said the report.

“Although only one key city is in the ten most deprived for deprived neighbourhoods nationally, cities are much more prone to be in the most deprived fifth of the nation. The figures underscores the scale of challenges facing municipal officials across major urban centers in the next twelve months,” the report added.

“Council officials have been explicit about the need for a fair and sustainable financial structure that reflects and addresses the actual extent of disadvantage and demand,” said a council leader.

“Without this, local authorities will persist to face difficult decisions around which vital provisions to fund, and which to reduce, to the disadvantage of their residents.”

A fifth of local authorities have cut or compromised care services in the past 12 months, the study found.
